Arbor Day Proclamation, 1885. While J. Sterling Morton first created Arbor Day in 1872, it wasn’t until 1885 that the Nebraska Legislature passed a law declaring it a legal holiday. This proclamation from Governor James Dawes documents the first “official” celebration of Arbor Day on April 22, 1885.
